Is Fairfax, VA a good family town?

My older brother and his wife are moving to Virginia but have no clue where they should live. They just know they want it to be very family friendly with good schools, because they want a lot of children. His wife is a nurse and he's an engineer. They are considering Fairfax; is that a nice town? If not, what other towns might be good?
