A long time ago i heard a story about a strange man and dont know his name?

I once heard a story somewhere and saw picture some where about a man who had a wife that died and he built a rock garden in her memory, but the strange thing is this man use no cranes or anything and some of these rock he used were thousands of pounds. Some kids claim to have seen him pick up these rocks by hand and levitate while carrying them and putting them in position. I also remember where ever I heard this it said the cia investigated him and ask him how he did this but he would not tell them. There also a story of him going to this place that sold very large rocks and he purchased one and the sales guy went to go get a some sort of machinery to load up the rock, but when he got back to load it up the rock had already been loaded on the truck and the guy who sold the rock had no idea how this man did this, also there was a drawing on the ground in the dirt and the man who's name I can't think of was staring at his drawing in the dirt and was saying " its so simple" but when the man whoo sold the rock looked at the drawling up close it appeard to be some sort of extremly complicated device. Anyway that all I remember but I do remember that he was really affected by his wifes death that why he build this very large rock garden in the middle of the field. I heard this story over 10 years ago and can't find anything onit. This has botherd me for a long time noe and I really wish I knew his name. Any help would be great.
