Tons of food aid rotting in Haiti ports? Your thoughts?

I read that too on the internet and I was disappointed but not surprised. I am not sure what reason the gov't would have for continuing to starve its citizens (genocide comes to mind) but it's like dangling a carrot in front of a horse to keep it going. He is destined to work for his master all of his life without ever being able to reach it or learn how.
