What type of paint to use over whitewash?

If it is whitewash it may well have lime in it which will burn though most paints so you need to remove as much as possible and would recommend you use a mask whilst doing so.Then talk to someone at your local paint store for a recommended primer/sealer. Dilute pva adhesive may do it but its best to check with an expert and you might take some of this powder with you as it may help.
